Creative Learning is a Manhattan Arts Grants program that provides funding to artists and non-profit organizations for the creation and delivery of sequential participatory arts learning projects and programming for older adults in Manhattan between January and December 2027.
Creative Learning funds programs of all artistic disciplines that draw on arts education practices to engage older adults in arts learning and the hands-on creation of artistic works. Programs should take place in accessible community-based settings such as older adult centers, recreation centers, public libraries, and community centers in Manhattan neighborhoods from Inwood to the Battery.
Creative Learning prioritizes programs that emphasize the quality and depth of the artistic learning experience. Competitive proposals will demonstrate a clear skill-building curriculum, thoughtful project and lesson planning, and meaningful opportunities for participants to develop artistic knowledge, experiment creatively, and engage deeply with the arts.
LMCC encourages programs that serve older adult communities that may have limited access to arts programs, services, or resources due to location, race, language, economic status, gender identity, sexual orientation, age, religion, and disability to apply. LMCC also encourages individuals and organizations whose work is rooted in the lived experience of Manhattan’s Black, Indigenous, and immigrant communities to apply for funding.
Creative Learning funding is provided by the New York City Department of Cultural Affairs’ Greater New York Arts Development Fund (DCLA), and the New York State Council on the Arts’ Statewide Community Regrants (NYSCA) with the support of the Office of the Governor and the New York State Legislature. Funding is intended for artists and organizations that cannot apply directly to these agencies.

Application Section IA: Program Goals and Lesson Plan
What do you mean by program-based grant?
Creative Learning grants provide support for a specific, public-facing program as outlined in the application. Funds are meant to support expenses related to delivering the program and culminating event, including planning and production costs incurred during the grant period.
What do you mean by a public-facing program?
Creative Learning supports a wide range of artist-led programming that provides an opportunity specifically for older adults to participate in sequential arts education programs in a community-based setting. Programs may include routine workshops focused on an artistic discipline or form, as well as education-based approaches to participatory arts programs and projects.
Are there particular considerations for online or remote projects or programming?
While Creative Learning primarily supports in-person arts learning experiences for older adult learners, we also recognize the importance of remote programming that is designed around the accessibility needs of Manhattan-based older participants. As with in-person projects, virtual or remote learning activities must offer an opportunity for a real-time learning experience for participants. Virtual or remote arts learning programs should be targeted to and designed for audiences for whom in-person programming may not be easily accessible. Programs in which the learning experience is primarily self-guided or intended to be self-paced without live interaction with the teaching artist are not eligible. If you have remote or virtual activities, be sure to contact LMCC staff to discuss your program ideas prior to applying.
How will you determine if my online or remote project is reaching Manhattan participants?
This will be demonstrated by the recruitment process as well as networks, partner(s), individuals and/or strategies you will use to market and promote your program as indicated in the narrative section of the Creative Learning application form. Just as with in-person activities, the panel will consider how you are recruiting your target older adult participants to ensure they are aware of the program’s activities and ultimately able to access and participate. If relying heavily on your social media network or subscriber list to reach your target older adult participants, be specific about who is currently engaged through these lists and consider additional, tailored strategies, especially if your proposed activities are designed to be experienced entirely online. The panel will also assess the relevance of the remote or online learning format to the needs of the target older adult participants when determining the appropriateness and reach of the proposed project.
Can I submit two separate proposals for two different programs?
No. You may only submit one Creative Learning proposal for one program per application cycle.
If I’m applying to Creative Learning, can I also apply to Creative Engagement this year? What about UMEZ Arts Engagement or Creative Unrestricted?
No. You may only submit one program-based application per cycle.
As an individual artist/collective, if I’m applying to Creative Learning, can I also apply to SU-CASA?
Yes. We highly encourage you to apply to Creative Learning and SU-CASA in the same application cycle. You may apply with the same or a different program. Creative Learning and SU-CASA have the same application deadline, but require submitting separate, program-specific application forms. If awarded in Creative Learning and selected in SU-CASA, you must deliver both programs independently of each other. Can my program be designed to engage youth or adults?
No. Creative Learning supports arts education programming solely for older adults. Projects for youth, adults or intergenerational participants aren’t eligible for Creative Learning.
What kind of lesson plan should I submit?
A lesson plan for the proposed program or a past lesson plan by you or the proposed teaching artist(s), relevant in topic, scope or target older adult participants, is required in addition to your work sample(s), as it increases understanding of the teaching artist’s methodologies and how the learning goals with be achieved in the number of sessions described. If this is the first time you are preparing a lesson plan, please be sure to be descriptive in the project activities. We encourage you to use LMCC’s Lesson Plan Template and to use the maximum number of pages allowable (5 pages). You may adjust the Lesson Plan to your own specific needs.
What do you mean by an open registration process?
You may design and market the program for a particular group. Your target group may be defined by neighborhood, suggested skill-level, language or other demographic characteristics; however, you may not select participants through auditions, a merit-based review and selection process, or by assessing participants' interest in the program prior to accepting them. If the program will be hosted at a partner or community organization, registration cannot be exclusive to the membership of this organization. The registration process must be on a first-come, first-served basis for anyone who self-selects to participate in the project. You may set an appropriate capacity for the sessions.
Is there a required number of sessions between the teaching artist(s) and group of participants?
Yes. Creative Learning requires a minimum of three (3) sessions between the same teaching artist and a group of older adult participants. The total number of sessions ultimately depends on the time needed to achieve the age and skills-appropriate learning goals of your project.
Can I apply with a series of sessions?
Projects offering a series of sessions multiple times under a single programming strand may apply to Creative Learning, with all sessions included as a single program. This is most common when a single curriculum is being offered for multiple participant groups, either with multiple teaching artists or at multiple locations. Since Creative Learning grants are project-specific, an individual teaching artist’s entire practice or an organization’s entire years’ worth of education programs are generally not eligible.
I plan to offer my contact sessions at Manhattan venue(s). Do the venues need to be confirmed for me to apply?
No. We understand venues for 2027 may all be tentative at the time of the application deadline. Provide the most likely and intended venue in the application form. If the venue changes after you submit the application, inform LMCC staff. The venue must remain in Manhattan for the program to remain eligible for the grant, if awarded.
My program sessions take place in multiple boroughs. Can I apply for support for the entire program?
No. You can only apply for support of the project activities in Manhattan or reaching Manhattan's older adult participants for online programming. You can provide contextual information around other sessions in your application narrative, but focus your request on the Manhattan activities and make sure your program budget only reflects the Manhattan sessions.
Application Section IB: Teaching Artist(s)
I don’t have experience working with older adults, should I still apply to Creative Learning?
Yes. Creative Learning welcomes applications from artists, both new and experienced, in engaging older adults. If you are new to designing arts education programming for older adults, we highly recommend referencing resources for Universal Design, including Lifetime Arts’ article Empowering Creativity for All: How Universal Design Makes Creative Aging Programs Thrive and the S.A.F.E. Planning Guide. As you work on your curriculum, focus on designing a program centered around skill-building activities, accessible and approachable by people with diverse learning styles and varying abilities.
Application Section IC: Participant Work Samples
What kinds of work sample(s) should I submit?
We strongly recommend submitting well-documented education-based work samples that demonstrate your experience as a teaching artist or of the teaching artist(s) carrying out the program, in particular the older adult participants’ experience and/or the artistic process explored through the teaching methodologies. This will most likely be documentation of classroom activities or samples of past participants’ work. If possible, include work samples relevant to the target older adult participants in your proposed program. Non-education samples by the artist leading the sessions are not recommended but are accepted in the absence of education-work samples. Below are a few recommendations:
- A series of writing workshops: include writing samples created by past workshop participants
- A music instruction program: include video recordings of an instruction session by the proposed teaching artist and past participants or works performed by past participants at a culmination event.
- A hands-on art making program: include images of past participants engaged in creating artistic works or documentation of the finished pieces.
If you are proposing an entirely virtual learning project and you have completed a similar project before, providing the recording of the virtual project as one of the work samples may be helpful for the panelists to envision your project.
I do not have any video samples. What can I submit instead?
We strongly encourage applicants with performing arts programs and those working in time-based forms to provide video or audio documentation of their work. If providing a recording is not possible, you may provide still image samples. You may also want to provide a manuscript sample if working with an original text or script developed through past sessions.
Can I submit a video compilation of multiple excerpts as one of my work samples?
A single recording featuring multiple clips of past sessions and/or culminating events can be appropriate if the clips are clear, unedited documentation, and long enough for the panel to get a sense of the participants' experience, the teaching artist involved and/or the learning process.
Is it ok to submit samples that were not professionally documented?
Yes. It is important that the quality of the sample be high enough, so the panel is not distracted by the documentation itself and is able to focus on the artistic work being presented. Very pixelated or blurry samples, or those with dark lighting, a shaky camera, or showing participants leaving early, are not suitable work samples.
How do I password protect my audio or video samples?
On Vimeo and SoundCloud, make the recording “private.” On YouTube, make the recording “unlisted.” To change the privacy settings of the YouTube video, please visit YouTube Help. Be sure to provide any necessary passwords in the application form and keep your online samples accessible with the same password through March 2027.
Application Section ID: Program Budge
Do I need to include a program budget upload in my online application form?
No. LMCC does not require a program budget upload to demonstrate a request amount. Instead, you will be asked to enter your expense and income numbers directly into the table provided in the application form.
What kinds of costs should I include in my application?
Your application should reflect all expenses related to the proposed program. Program expenses often include teaching artist fees, administrative or technical personnel fees, space or equipment rental, costumes/set/art materials, and marketing costs related to the program. Expenses must be incurred during the grant period and related to the Manhattan activities of the project. Please be sure to always provide a description that shows how you are calculating each expense item to ensure the panel understands the math behind your expense amounts.
LMCC supports the payment of all participating teaching artists, therefore, we require you include a fee for all the people involved in the project, confirmed and tentative, including your organization’s staff connected to the proposed project or yourself as an individual teaching artist applicant.
Submittable
I’m new to Submittable. How do I create and manage a Submittable account?
LMCC’s grant applications are hosted on the Submittable platform. According to their website,
Submittable attained a Voluntary Product Accessibility Template (or VPAT), affirming that their platform is accessible to a wide range of submitters with disabilities. Submittable’s VPAT follows industry standards outlined in the Web Content Accessibility Guidelines (WCAG) 2.0. WCAG is maintained by the W3C (World Wide Web Consortium). VPAT verifies that Submittable is accessible to a wide range of submitters with disabilities, including blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photosensitivity, and combinations of these. Submittable pages and forms are configured to be navigated using keyboard commands associated with a wide variety of browsers (Chrome, Safari, Firefox, Internet Explorer) and screen reader applications. Site pages and public-facing forms are built with ARIA labels, and the default settings for text, buttons, and hyperlinks follow WCAG guidelines for color contrast.

Once you have created an account, you will be able to complete the application. Please connect the account to an email you check regularly. LMCC staff will contact you with questions, follow-up requests, and official grant notifications through this portal.
Most people don’t complete the whole application all at once. You can use the “Save Draft” button at the bottom of the form at any point and return to your work.
You will know that your submission was successful because you will receive a confirmation email. It will have a link to an optional survey about your experience. The survey is for us to learn about how the process went for you and how we can make it better. It is anonymous and fully separated from your application.
Review Process
Who makes funding decisions for Creative Learning?
Recommendations for LMCC’s Manhattan Arts Grants are made through a panel selection process designed to ensure projects are funded based on their ability to address the program’s criteria. LMCC is committed to convening panelists whose expertise and backgrounds reflect the cultural and creative diversity of the applicant pool, including artistic genre and form, racial, ethnic and cultural background. The panel for Creative Learning consists of teaching artists, cultural workers, and arts education professionals with knowledge and familiarity of Manhattan’s neighborhoods and communities, as well as experience in designing and delivering arts learning programming for older adults. Only eligible and complete applications are reviewed by the jury.
How does LMCC select panelists?
LMCC broadly seeks to engage panelists with experience in any of the following areas:
- Teaching artists working across artistic disciplines and art forms, including contemporary art practices as well as folk and traditional art forms.
- Grassroots arts groups providing arts learning programming for a specific community or audience base
- Non-arts organizations with a history of providing arts learning programming to their community
- Workshops/participatory programs for older adults
LMCC engages over 50 panelists each year for the Manhattan Arts Grants. If you are interested in serving as a panelist or nominating someone else for service, please complete or share LMCC’s Panel Nomination form.
As a returning grantee, will my funding history with LMCC be considered by the panel?
Panelists are not informed of your funding history with LMCC. All applications are reviewed and considered equally within the same applicant pool and based on the information provided in the online application form. Having received support from LMCC in the past does not make your application more competitive in the applicant pool. Additionally, having received support from LMCC in the past does not guarantee support in subsequent years.

¿Está bien presentar muestras que no hayan sido documentadas profesionalmente?
Sí. Es importante que la calidad de la muestra sea lo suficientemente buena como para que el panel no se distraiga con errores técnicos en la documentación y pueda concentrarse en el trabajo artístico que se presenta.
